News Section Mod/Widget/Tutorial?

Hi,

I am looking to move our current website design in full to vBulletin. In our old software we had an add-on called bbDKP which created a news block of the top 3 OPs in our Announcement forums. I am looking for anything that can help me accomplish this goal. I have included a link to our forums so that you can see first hand what I am describing. Any help at all would be appreciated. I have been googling for roughly 6 hours trying to find a solution that will work for me.

Couldn't quite find what you were referring to in the Announcements forum. From your description, though, are you reffering to something like this (https://vborg.vbsupport.ru/showthread.php?t=185636&highlight=latest+threads), only with regard to most popular threads as opoosed to most recent?

I have linked the section I am referring to. The front page is external to our forums. There is code on the front page that grabbing the posts from our announcements forum and displaying the whole post on our front page.

I have attached the picture of what I am looking to accomplish.
