But i make Moderator only GFX resources

If GFX Discussion & Help is not a subforum of GFX Resources (which isn't obvious from your custom style and so we cannot verify that), then you should only need to make the user a moderator of GFX Resources and he will only be a moderator of that forum.

I would go over all permissions you have made a mistake some where

You don't have a problem because you made a user a moderator (because those permissions only apply to Free Premium Accounts and Dead Premium Accounts which are the two that have moderators), but from a usergroup permission.

Make sure you don't have your section mod added to the Moderators usegroup. By default that gives him/her super-mod privileges.

Edit: Elite group can not see Moderator Tools like Move,Delete etc Its fine here (Elite premium accounts) but My Lock threads Automatic Unlock i mean Hidden contents are Unlock why ?

That Unhidden stuff is not default vbulletin. You are using a modification to do that. If you have questions about that, you need to ask for help in the modification thread not out here in the main forums.
