The requested URL /vb/smv.php was not found on this server
you seem to be missing a php file

Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

When I clicked on your highlighted rules forum:Not Found
The requested URL /vb/smv.php was not found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/2.2.19 (Unix) mod_ssl/2.2.19 OpenSSL/0.9.8e-fips-rhel5 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at www.pakcrackerz.com Port 80URL in the browser doesn't match the one in the error messge, the URL is: http://www.pakcrackerz.com/vb/pakcrackerz-rules/
I am using latest firefox.
The "SMV" mod is still interfering, turn the hooks system off as Lynne suggests.

Additionally, it looks like the SMV Mod edited your style templates, you may have to create a new style with no parent, to get anything to work.

Reupload all the default vbulletin files to your site. Make sure they are the same version that you are running on your site. You may rerun the /install/upgrade.php script at that point.
