Just a very small thing I'm annoyed about...
Did the AdminCP vBulletin banner always look like this?

delete the image via ftp, then upload the image again in the correct transfer mode, your ftp client should be set to auto or use binary for images, ascii for file txt, js etc....

Don't think that's it.

Yeah, I checked that image on my FTP and it looks exactly the same as yours (cp_logo.gif) but it doesn't in the ACP.

Check the path to the logo in your admincp. Is it the same path as the logo your looked at? (There is a different cp_logo.gif for every cpstyle directory.)

I use the vBulletin 3 Silver theme. All the other themes and their logos look nothing like the one being displayed right now.
EDIT:
It seems to load properly but after a second or so it does this...

NOTE: It only flashes like this for half a second or so and then turns into the new image shown originally

I would suggest reuploading all the files in the /cpstyles directory. That image almost looks like the files were modified (hacked?). I would see if that is a possibility.

Why would someone re upload different images?
