Integrate a job-posting add-on to Vbulletin

I am looking to implement the following to my v-Bulletin system. Can you please advise me if this is possible:

I have a 'post a job' button, where users can post a job. This job can only be posted only if the user has sufficient credits (Credits can be bought - in return we will supply a generated number (voucher), which they can input when posting).

This job is then archived. All users can view this and reply.

Is this possible for a coder to integrate within my vBulletin system?

This will involve some work. It would be better if you posted it as a request at the Paid section as it might get more attention there. I suggested the paid section because chances of finding someone to do it for free are very slim.
