Are you identified as Super Admin in config.php? And also as a unalterable user? If not, designate another account as such, unban yourself, then designate your other account accordingly.

You said you're not logged in? Try going to Usergroups -> Usergroup Manager and edit the Unregistered users group, and check the setting for "This Usergroup is not a 'Banned' Group" (under Usergroup Options toward the bottom). It should normally be set to "Yes".
