Quick reply option for guest user

How can I enable quick reply option for guest user and i am using V 4.01

Does your guest usergroup have posting permissions and human verification disabled? Otherwise there will be no quick reply box.

If you want to enforce it, it might be the only way to create a plugin for that purpose.

Yes i have enabled
*Can Reply to Own Threads - Yes
*Can Reply to Others' Threads - Yes
*Require Human Verification on Configured Actions( Users will have to pass human verification for the configured Human Verified Actions. ) - No

and also I have disabled Human Verification Options for posts

Still not showing quick reply to guest (Unregistered / Not Logged In)as it is showing for registered users.
