Someone else set up my site; how do I know if the license is in my name or not?

Did you buy the license? If so, you should have gotten email confirmation with all the information regarding your license sent to you. If you didn't purchase it, I suggest you contact the person who did and have them send you that information.

The person who set up my site bought the license and I paid him in full for it, however, I never did receive an email saying it was mine and had been paid for. Could you please tell me what I need to do? He did give me a license number

It is the Customer Number that matters. If you are a Customer and own any license, then you would have a Customer Number and be able to login to the members area at vbulletin.com and download the software. A license number isn't going to get you anything. Ask him to transfer the license to you if you want it in your name.
