Allow users to change Threads Title

Is that possible?
I tried the mod "First post editable indefinitely (https://vborg.vbsupport.ru/showthread.php?t=228210&highlight=first+post)", but it doesn't allow users to edit the title, only the content..

vboptions > Message Posting and Editing Options > Time Limit on Editing of Thread Title > make that number really, really large (0 means no editing).
