Looks like a normal HTML Block or widget to me. Just make it.

Right, you can easily add something like that using the sidebar. Unfortunately, no instructions exist in the manual explaining how to enable the forum sidebar or how to make forum blocks for it. You're going to have to read around and do some searching at vb.com and teach yourself.
