How to make relevent ads?

I created this simple html page. separate from my vbulletin site.

Now, if you highlight the page you'll notice in small font between the advertisement and the picture it says:

games computer console teamfortress 2 clan ventrilo game server

I put that in there, hoping that the ad would show relevent ads to those words. But apparently its displaying the same 3 ads over and over.

How would I go about making the ad display relevent content to words?

Is this for google adsense? if so contact the adsense team and they will give you EXACT instructions on how to set this up properly with vb.

yes it is, i already know how to set up adsense....thats not what im asking here. im asking how to create simple html page with some words and make ads be relevent to text.
