Banner Blocking Navlinks

Just like the title says, was emailed by a poster about it and sure enough that's what it's doing, here's a pic of what's going on. Any way to fix the problem? I've looked for possible fixes, and can't seem to find it.

after doing some checking this only seems to happen with Internet Explorer (of course)
