How to allow specific users to access the forums while those are disabled?

Hey there guys,
I am quite surprised that there is not yet an option for this as it has been requested several times, if my memory serves me right.

Therefore, I would like to know if there is any plugin around that allows specific users to access the forums while those are disabled?

I remember there used to be a plugin on 3.7 where moderators and upwards were allowed access.
