Check your usergroup settings and make sure you don't have it set as a banned group.

I had that issue when they were in the CMS page(content .php) and they had no permission to view that area.

Hi Lynne they are not set as a banned group. my problem is my members alot of them have a usergroup coppa . i change them back to members and then I see them again as coppa. then they complain that they are banned.

If they are getting moved from Registered Users to COPPA for no apparent reason, then you have a modification doing this and you should disable your mods and figure out which one is doing this.

Do you have any promotions? Is the move showing up in the Control Panel - it should, so what does it say there?

Well, this doesn't just naturally happen. Something is doing it and it should be in the Control Panel Log.
