Adding a signature image

When I want to add a picture to my administration area I get an error message why?

Indeed this is a problem, but unfortunately I do not have access to the server is there a way to fix the problem?


PHP's open_basedir setting has been set to /hsphere/local/home/iphoneil. The uploaded file was stored outside of this directory and is not readable. You will need to contact your host and ask them to specify upload_tmp_dir with a directory inside /hsphere/local/home/iphoneil. Note that PHP must be able to read and write to this directory.
