How do I set dimension limits on my Album pictures?

I am trying to limit the dimensions of the photos in my albums to 600x600, but I can't seem to figure it out?

I have changed the setting in the user group permissions as well as attachment manager and the pictures still do not resize.

Any idea how I can place dimension limits on album photos?
