How do I make announcements stick in the forum

Ok, this is two parts really.

Is there a way to make a certain sticky stay above all other sticky's, disregarding the post order.

If not, is there a way to get announcement in the the actual forum, rather than above it. I want the announcement to act the same as a sticky but simply so it stays in the forum and just above the other sticky's.

If not, is there a way to get announcement in the the actual forum,I don't think so. To both questions. However, you may want to look into the Notice system in vb4 which offers more options.
