When I click on the link to the member.php page, I get this message:
Hello,
Sorry, for such a long wait... we are still waiting for the site to be unblocked. Sorry for any inconveniences. If you wish to visit some of the staff on Habbo UK whilst, you wait search lBluemoon
www.trusthabbo.net
So, you will need to take care of that issue in order to get your site up and running again.

OK, well, I can't see anything. But, it doesn't tell me the user isn't found, I just get that error message.
You should check the urls in vboptions > site urls and make sure they are pointing to the correct url and also if you store avatars or attachments, etc., in the file system, then check their paths.
I don't know what to do about your site being blocked as a phishing site, you'll have to take that up with google.

If i delete all the forum files, and reupload them and reinstall the forum... will the forum still work interms of linking to the database...
Will all the forums and settings be restored etc and the styles etc? I don't know what else to do

What do you mean by "reinstall the forum"? If you replace all the forum files, and upload a backup database, you should be just fine (unless the database if from an older version of vB, in which case you need to run the upgrade.php script).

If the files you upload are for 3.8.4 and the database if for 3.8.4, then you should not need to upgrade.

Sorry it was 3.8.4 patch 1
ive just upgraded to patch 2
and i fink it replaced all files so any codes if any were added should be overwritten now
