Probably the header template.

Thanks for the reply Lynne.
In the admincp I went to styles&templates >> style manager >> edit template >> header.
Now I would click edit or customize (not sure which).
Is this the right place to add some php custom code so that it will work site wide and work with php tags?
Thanks.

If its currently unedited - click the customised button.
If its already customised (in which case they usually display red), click the edit button.
Don't forget to take a copy before you start playing ;)

You cannot add php code to templates - you may only add html to templates. If you need to add some php, you need to put that in a plugin and then you may put the output from that code into the header template. See this in the manual - Including External Files (http://www.vbulletin.com/docs/html/templates_externalfiles)

I recommend using Andreas's Template modification system
https://vborg.vbsupport.ru/showthread.php?t=152931&highlight=template+management
this way you dont actually mess with the templates its a life saver

Thanks everybody! Really quick and good replies.
