Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?

OK, then ry disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

Okay that didnt.
Normally I run ubuntu linux and use firefox.
So i switched to windows and tried firefox on there. Still didn't work.
Then i tried the dreaded IE and it works fine in IE, is that normal?

No, that's not normal. I use firefox (haven't touched IE in years) and it works just fine for me in firefox and Safari.
I don't understand if disabling the plugins fixed the issue or not ("okay that didnt"). If creating a default style and disabling your modifications didn't fix the issue, then the next thing to try is totally default file. So, you can try reuploading all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server.
