Thread tagging, i.e vB.org soln

how would I go about a thread tagging modification, i.e like the thread tagging for later view/use that vB.org currently has implemented?

Basically, you know where we have a system where mods can be tagged, how would one go about replication such feature?

Ah, that. Yes, I like that feature also. :) I'm not sure exactly how they do that. It's very much like a subscribing to the thread with the no email option. It may be done in a very similar way, but I'm not really sure. There is the Modification System mod that has tagging in it. You can download that mod and see how they added the feature.
