I'm looking for a rate thread module like yahoo answers' rate feature. Something that sticks out a lot so people are more inclined to rate. Anything like this available?

You mean something like the rating "box" above all modifications and articles?

No I need to be able to rate each post not the thread. I want users to be able to ask questions and have the responses rated with a thumbs up or thumbs down.

I haven't seen a modification for this available, but you could somehow utilise the reputations feature (tweaked of course) to do what you want.

I don't think that's what they're after and if it was, it doesn't fill the need of rating each post individually.
