I send out a mass email once per month , vbulletin's email manager is not as fancy as i would like , i purchased a new domain name called Bombers Bulletin and i want to set up a newsletter site and build a mailing list , i already have over 12,000 emails i contacted http://www.constantcontact.com/index.jsp about pulling this off , they want $150 per month just to hold the list and send the emails , thats insane , i want to buy a software that allows me to build the list and do real nice html emails , and that passes the can spam laws ect..

can someone help

Sounds to me that you need a PHPList - vB integration, like many do. PHPList is really rich in functionality, you are completely in control and is free.

I want to have another site to add to my network , it will be an online diesel newsletter filled with current events and news mailed once per month , i have the domain and server , all i need is some software that will allow me to build a database of email addresses , have a subscribe page and an unsubscribe page . and for it to allow me to create full html emails with an "online version" for viewing .

I will not be using the vbulletin email contacts i have i want to offer this service separate have its own sponsors ect...
