And what is the default reputation? Check all your options in vboptions > user rep options

There are a whole list of options in that screen that have to do with reputation and how much power a user has. You need to check ALL those options.

Do you show Rep Power in the postbit? What does it say for these users - it actually says 0?

And do these users meet any of the criteria to increase their reputation power? According to your criteria, they must have 50 posts and have a rep of 10 before they can give any rep. You may have to rethink your criteria.

i change the criteria but some times give the power 1 and sometimes 3
i want to give power =10 every rate

I do not know what settings you would change to get it to always be 10. That may be a question better asked over at vb.com

(I would guess you would set the default rep to 10 and get rid of the other options. Then rebuild your reputations (update counters) and everyone should have 10. But, I don't use reputation and am not sure.)
