Two .sql backups: import just the users tables in a new vB install

Hey there, this is my question. If I have two .sql entire backups, is there a way I can import just the users tables in a new vB install? Should I go trought using ImpEx?

you can do it with impex, just import the users and groups, skip the forum and threads, polls
or just import it all, and delete the forums that are imported
