I think I recall a modification for global threads. Did you try a search for them? (search "global*" in "all mods" "titles only")

Another option is to modify the XML from the "Sticky" link provided by Seven Skins.

already done it but unluckily i didnt find anything that matches my Query

am sorry but what i really want to know is that on a certain forum/section what ever posted there becomes globally seen.. just like a notice only difference is that it is just like a normal thread that you can reply on.. unlike notice..
example:
Global forum <== all post here can be seen in any section/forum just like notice and becoces global thread..

So the Global Threads mod isn't what you were wanting? This description sounds like what you want, no?
If your forums are split up in such a way where certain groups of users only visit a certain forum, then you know it's difficult to get all your users to read an announcement. This mod displays a certain amount of threads from a specified "source" forum, and places it on the Forum Display page right after the Stickied threads. These threads are labeled with a "Global: " tag.
