Using an include in a custom header?

So I'm adding Vbulletin Board to a current site (www.wahcc.com) that will sit in a subdomain.

The header we have on our site currently is an include code for an htm page we have.

(<!--webbot bot="Include" U-Include="topnav-inc.htm" TAG="BODY" -->) is what is used.

is it possible to use that same header for our message board?
