missing hook ?

Im trying to make a product for vbulletin and I found this hook usercp_navbar_bottom, but I cant find it in the drop down menu for hooks when making a new plugin, so I guess Im doing something wrong.

Can someone help ? :)

That is a template hook, not a plugin hook. It's used like a hook, in that you insert something into that spot, only you insert html into template hooks, not php like in plugins. You need to create a plugin to insert your html into the template hook. (Read up on template hooks in the articles forum.)
