Only with XML is possible make a Option Page for my plugin (Debug mode)?

I'm making a plugin.. and I need Create a Option Page for that... I know that it's make with the XML product but I'm asking if it's possible create that page without the XML (Debug or designe programing use)

You mean add some options in vboptions? You may turn on debug mode in order to do that.
