make user notifications text blink?

how can i make it so that every time that someone gets a private message or other user notification, the "Your Notifications" text is blinking?

great! thanks! but what template do i edit, and how do i make it so that it only blinks if the user has a new notifications?

The "Your Notifications" text only displays if a user has a notification, so just edit it in the navbar template.
