Remove "thread rating" feature entirely

I would like to completely remove "thread rating" from my board. Can be be done via a template edit? If so, which template contains this?

You can control this with the following settings:

- AdminCP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Allow Thread Ratings in this Forum

- AdminCP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Can Rate Threads
