i when wish for send email on Acp only send email for 10,365 members

why not send for 30000 members

Maybe they have choosen not to allow emails from the site in their user profile. Or they don't match your criteria. Too many possible reasons.

Its already part of the default vbulletin function. There is no reason for a hack.
