How do I place an extra banner next to the forum logo?

You'll need to edit your header template.

Styles & Templates (http://www.vbulletin.com/docs/html/main/styles_and_templates) > The Style Manager (http://www.vbulletin.com/docs/html/main/stylemanager) > Editing Fonts, Colors etc. (http://www.vbulletin.com/docs/html/main/stylemanager_fonts_colors_etc) > The Common Templates Editor (http://www.vbulletin.com/docs/html/stylemanager_common_templates) > header

Add a html img tag, that points to the extra banner, somewhere in the header template. You may have to mess around a bit to get it too look the way you want it to.
