try disabling all the plugins

open includes/config.php

find

add after

define('DISABLE_HOOKS', true);

Its not a Plugin error.

Download a new set of files from vBulletin.com and upload them to your webserver overwriting the files that are there. (Make sure the versions are the same)

He is asking for the domain name for the site. The bit you've blocked out on your screenshot...

Well if you don't know the URL, then you can not visit the board...and you can not get an error....so you don't have a problem.
