just go to usergroup setting in admincp and set them there.

it's not working for some reason, so I would like to try to do it on the back end. None of my registered users can upload attachmnets

None of them can upload *any* attachments or just certain types/formats? Have you made sure to include the types/formats Attachments > Extensions & Sizes? Do you perhaps have a limit for the storage space that is way too small?
