From an Moderation perspective, I used to use the User Notes as a Member's permanent record. (Although this is not really needed any longer with the Infractions system.)

Yes, User Notes is what I'm referring to.
It asks if I want to allow notes about other users, notes about themselves. I don't get it. I don't understand the functionality. Maybe there is none. :confused:

you can use this system as a guestbook so members can comment the others... you can then add one of the hacks here that display the latest usernotes in users profile...

Yes, if you look at their profile, you will see a "User Notes" link. THis only applies if you've enabled it though.

Goto the Phrase Manager and search for the phrase "User Notes".

So if I'm understanding this correctly, User Notes are notes which a member can write to themselves about other members - is that correct?
And are these notes viewable to the general public? I could see value in having them if they were kept private and viewable only to the person writing them, as a basic reference of past experiences. Is that how they work?

You can set if a usergroup can view other's notes.
