the users in my forum are unable to send private messages to each other?

Were they able to do this before and now the ability is suddenly gone or have they never been able to at all?

Check vBulletin Options > Private Messaging Options > Private Messaging Enabled > Yes

Also Usergroups > Usergroup Manager > Choose the Usergroup that is affected > Private Message Permissions

This could be caused by the user themselves. Within the user CP (specifically the options), a user can Enable/Disable the PM System completely. Meaning NO ONE can send them a PM. They can also have it enabled, but only their buddies / moderators can send them a PM. I would check with the user who you cannot send PMs to (through e-mail), if they have disabled it.

In your admincp go to maintenance -> execute sql query

In the drop down list set recieve pm's to yes, then click continue

I'd do as EnIgMa1234 said, and then modify the user cp template and make those two options hidden, and have the value always set to yes.
