Go to your AdminCP -> Plugins & Products -> Add New Plugin ->

Hook Location: newthread_form_start

Title: Add Pre-Message

Plugin PHP Code:


$newpost['message'] = 'Replace whatever you want in between these single quotes.';



Plugin Is Active: Yes

Save.
