Program used to create Mods?

I am interested in starting to create modifications for Vbulletin. I would like to know which program coders currently write the codes with. I know a little bit of html, css, php, and my sql is a little rusty. I use notepad for most code work and was wondering if there was a program that helps a new coder like myself.
