Turn Off/On board

I'm new to PHP. How do I go about building a cutom scheduled task to turn off and on the bulletin board?

Can anyone point me in the right direction.

theres already a default option in vB to turn the board offline , no ?

Yes, but I want this as a scheduled task. I can log into the cp system and turn on/off manually.
