External link script that automatically frames the linked page?

Hi,

I'm looking for a script that will redirect users to a specified link while automatically bringing up a frame at the top of the browser window saying "You are now viewing http://www.webpage.com, click here to return to http://www.homepage.com".

The script would be called by something like this:
http://www.homepage.com/link.php?site=http://www.webpage.com

Does anyone here have a PHP / CGI / etc. script that can do this?

there are at least 2 mods similar to this here. Link Anonymizer is one of them, but does not have a pop up. I could see how a pop up would be able to be coded into it. Also check out these
