Im currently uploading a new skin to my site, Once everything is uploaded to my root directory;

Would all the hacks and plugins be available in the new skin?????

or

I must re-install the hacks / plugins etc, to the new skin??????

No unless the hacks required template editing.

you will not have to re-install the hacks but you will need to re-do the template edits

When you guys say editing the template, you mean, the html codes etc, in the forum display etc, etc... ??????

Yes, templates are the HTML codes for the forumdisplay, forumhome, postbit etc
