I see how you change a members custom title manually....
or the user group.

Is there anyway you set it up so When they get 500 Posts, you have permissions to the user title?

You can use vBulletin's Promotion System to promote the user to a usergroup that allows the user title to be changed.

AdminCP -> Usergroups -> Promotions
