The thread you are trying to open is in a forum that you are unable to bold thread titles in.

I keep getting this, why is that? I cant find about thing about it. I even tried it when logged in as admin.

You have to set the permissions up for this.

Admin CP -> Forums & Moderators -> Forum Manager -> Edit the forum u want users to be able to make threads bold in -> Towards the bottom look for vbPlaza Thread Options -> It will have all of the features u can enable for this forum/category here.
