No Smilies or Post images for 1 user

I just received a Pm from one of my Premium Members claiming that he cant upload any images nor can he add any smiley , claims he that they are not even listed. Everything looks good from my account and everyone else. So I ask for his password and login as him and surely its true. When I go to New Thread or reply to thread there are no smilies, icons above the message field

How did this happen and how can I fix this?
