512mb of ram is too low, 1024mb is the bare mininum ammount of ram for a webserver.

But in the server there is 1 site.
Database is very big.İsn't it.It owns 25000 member.

300mb isn't that large. Is it a problem of the server acting sluggish? Determine if the problem is indeed PHP, or the webserver, or MySQL, or perhaps another out-of-control process.

Fact of the matter is 512mb of ram is _not_ enough to run a decent webserver.

I have 1 gig in my server and I have about 30 sites on it. What is your processor in the thing? How about network connection?
4 of the sites have at least a 1 gig database + attachments +gallery files.
My site runs fine. If you are in need of upgrading the server and aren't making cash enough to do it...then it might be in time for a change there.
