The arcade access lets you into the arcade, the arcade pass is a pre-pay ticket for game play

The Arcade Access is to allow ur users to view and play the Arcade if their Usergroups do not have permission to do so.

If they already have permission it will tell them they can already view it and therefore do not need that option.

The Arcade Pass is only used to make it cost 0 vbBux to Play Per Game.

In other words, if you buy Arcade ACCESS, u can just view and play the arcade, it just takes ur points when playing a game. With both, u can access the arcade and play for free.
