We will look into the issue of not being able to like those posts. I'm not sure what is up with that. I'll put on my coding hat in a bit and take a look.
edit: Right now we have it set so you can only Like open threads that are less than 180 days old.
Maybe add a setting for how many days old a thread can be to be liked?

I am able to like newer posts in that thread, though. Is there a reason for that, or is it some kind of bug?
I would assume it should be this way, imo marking as "Installed" should be considered the ultimate form of "like" in regards to a modification . This way it would then make sense i.e. you can like other posts in the thread however if you like the actual mod, mark it as installed .

Well in my forum we get notifications like these when someone likes your post.
Also if I may say so the "Alerts" system on Xenforo is excellent way of getting notifications. Its much more useful and sophisticated than the vB system. I wish we has something on those lines in vBulletin.
WOW actually surprised to hear this, I thought this site was designed to share vb code and mods but yet the organization hosting this community wont share their mods?
