What does this modification do?
This modification will allow you to automatically have more search engine friendly URLs in your vBulletin. A forum which would normally display as forumdisplay?f=1 will now appear as f1-forumtitle.html and the same with threads. Having keywords in your URL can be of an advantage in search-engine ranking.
Requirements:
You must have mod_rewrite apache module enabled on your server. Contact your host for more information.
This will not work well for non-english boards as it strips most non-alpha numeric characters. E.g. ? would be stripped on french boards etc

Change the format of the filename to other than (f1-forumname.html, forum1-forumname.html, and like threads) as also the URL "structure" like /forumname/threadname.html
This would damage who uses already the actual version of DC SEO since after the updating this modification change all the url inside the users posts making them void.

You could include a rewrite to allow for those changes, but I agree, the constant changing around would get messy.

Please don't misinterpret me! I don't want to change everybody's current URL scheme, I want more options than the ones existing at this time.

Indeed, whilst I can see some justification in building an engine to manage the rewriting of URLs, and it wouldn't actually be that hard, the actual ability to give the users the ability to change their URL structure is risky. Changing URLs all the time will have severe negative effects on ranking. Also the only way to really handle the rewrite engine is to pass all HTTP_REQUEST's to a gateway script. That is not very efficient internally, and this is exactly what vBseo does.
It depends, support has been added for some EU languages. The problem lies in converting the accented characters to their english equivalents. I can confirm it works for german and french, but not slovakian.
