If it uses vBulletin and complies with vBulletins terms and conditions there is absolutely no reason at all it should not be allowed to enter.

How do you define that? VBSEO sells a product, so yes, its commercial, but the others have what - advertisements? That doesnt make them commercial.

Think you first need to know the purposes of the owners of the board to be able to say it is commercial or not.
